HRCCC Admission Policy
Pursuant to 2 U.S.C 2062, the admission of children to the House of Representatives Child Care Center shall be based upon employment of the parent/guardian(s).
Children of current House employees whose pay is disbursed by the Chief Administrative Officer (House employee) and children of House support personnel (any employee of a credit union or of the Architect of the Capitol, whose principal duties are to support the functions of the House of Representatives) will be eligible for admission to HRCCC provided there are enrollment spaces available for the suitable age of the child.
If there are enrollment spaces in HRCCC for which there is no child of a House employee to accept the space, or no currently enrolled children are ready to transition, then employees of the following governmental entities may be offered the available space in the following preference:
- Children of individuals whose pay is disbursed by the Secretary of the Senate and children of employees of agencies of the legislative branch; and
- Children of employees of other offices, departments, and agencies of the Federal Government.
Children shall be admitted to the Center on a nondiscriminatory basis and without regard to any position held by their parent/guardian(s), except as noted above. In addition, if a child has been enrolled in the Center under categories 1 or 2, they may remain enrolled even though a House employee expresses a subsequent interest in the slot.
However, if an enrolled child’s parent/guardian(s) leave employment that qualifies for enrollment in HRCCC (as outlined above) or a family loses qualifying employment because of the death of a parent/guardian, the child’s enrollment in HRCCC may be terminated any time after 120 days of the last date of qualifying employment.
Children will not be admitted into HRCCC without an application, payment of all applicable fees, and submission of all required Center forms.

HRCCC Accreditation and Licensing
- HRCCC has been accredited by The National Association for the Education of Young Children (NAEYC) since October18, 1990.
- NAEYC is a professional membership organization dedicated to improving the well-being of all young children, with a focus on the quality of educational and developmental services for all children from birth through age 8. It is the world’s largest organization for early childhood educators and others dedicated to young children.
- NAEYC administers a national, voluntary, professionally sponsored accreditation system for all child care centers, preschools, and kindergartens.
- Early childhood programs accredited by NAEYC have voluntarily undergone a comprehensive and collaborative process of internal self-study, invited external professional review to verify compliance with the NAEYC Accreditation Criteria, and have been found to be in substantial compliance with the Criteria.
- The Accreditation Criteria all fall within the 10 NAEYC Early Childhood Program Standards grounded in NAEYC’s core belief that children are the ultimate beneficiaries of high-quality early childhood education. The 10 Program Standards are: relationships, curriculum, teaching, assessment of child progress, health, teachers, families, community relationships, physical environment, and leadership and management.
- Through accreditation, NAEYC uses the standards and criteria to define program quality and recognize programs that have demonstrated the capacity to sustain quality over time.

- As a federal child care center on federal property, HRCCC is not required to be licensed by the District of Columbia. However, as part of the NAEYC Accreditation process, HRCCC voluntarily complies with DC Licensing Standards.
