To provide exceptional quality care and developmentally appropriate learning experiences in a safe, nurturing, and diverse environment to support the children and families of the House Community.

HRCCC Philosophy

HRCCC is a developmentally based childcare program for infants and children from 10 weeks through 5 years of age.  Our program is based on the belief that staff work as partners with parents/guardians in the development of the whole child, which includes physical, emotional, social, and cognitive development.  Intrinsic to this philosophy is the fact that each child is a unique individual to be respected, encouraged, and guided in a warm, safe, and nurturing environment.  This is best achieved via a teaching staff who are carefully selected, well trained, and who possess the skills, experience, and personality essential to a quality program for young children.

Early Childhood Education is an essential piece of the CAO mission to serve the House community and support Members in performing their Constitutional Duties. All children, families, staff and visitors deserve a consistent, equitable, high-quality experience across the Center.

The environment of the center (both physical and emotional) is an essential component of our community. We are all responsible for ensuring it is safe, nurturing, engaging and diverse. It is the responsibility of all who use it to make sure it is accessible and welcoming.

The HRCCC community is comprised of children, families, the HRCCC team, and other stakeholders. We all have the opportunity and responsibility to be engaged members of our community, considering diverse perspectives, participating in problem-solving, and collaborating to achieve effective outcomes.

The adult community is responsible for self-regulation, building positive relationships and offering support, kindness and empathy. Modeling these skills is essential to develop emotional intelligence and allow the children to thrive in their ability to play and work cooperatively in their environment. 

An inclusive play-based curriculum allows learning across all areas of development supporting varying learning styles and embracing the elements of creativity, risk taking and fun. 

The HRCCC team is comprised of professionals who are proud representatives of the HRCCC and the CAO. The HRCCC team is striving to be lifelong learners in their field. This is achieved through ongoing reflection, intentional planning, purposeful decision making, open and honest communication, assuming positive intent, and viewing conflict as an opportunity for growth and building safe relationships.

We value the individual worth and dignity of all by celebrating and utilizing our community’s unique perspectives and contributions.

Children, individually and within the context of relationships/community, are capable, active participants in their growing processes and are equipped with extraordinary potentials for learning.

We recognize the importance of the bond between children and their families.  The HRCCC team and families collaborate to create culturally relevant experiences and spaces where children feel valued and represented.
